This policy statement of the American Public Health Association urges that Federal, State and local government programs and policies provide health education that includes explicit information about sexual and other practices which reduce the risk of contracting and spreading human immunodeficiency virus (HIV) infection.
Abstract
The statement also urges legislation to guarantee informed consent and confidentiality in relation to HIV testing and to prevent discrimination against HIV-positive individuals and those assumed to be HIV-positive or at high risk of infection. Other recommendations include increased funding for prevention efforts and for the immediate availability of treatment for all intravenous drug users who request treatment and adequate funding for comprehensive services for at-risk individuals. The policy statement notes the some proposed Federal legislation would prohibit the use of Federal funds for explicit educations about safer sexual practices and that perceived or actual breaches in confidentiality and fear of discrimination prevents some individuals in high-risk groups from seeking testing. 4 references.
