Begun in July 1982, the Judgement Restitution Program in Prince George's County, Md., pays victims of juvenile crime through the issuance of a judgment rendered against the juvenile and his or her parents for the amount of money assessed by the juvenile judge/master on the victim's behalf.
Abstract
The judgement order is stayed predicated on the payment of monies via a payment plan worked out by the Director of the program with the parties concerned (i.e., the victim, respondent, respondent's parents, and legal counsel, if present). These monies are, in turn, paid to the victim through the County Accounting Office, in the case of monthly payments, or through the program director in accordance with instructions contained in the stay of execution. The director monitors payment and conducts followup of nonpayment cases. Less than 10 percent of cases fail to pay in a timely fashion. Failure to pay results in the payment of directed monies in court, the issuance of writs of arrest, or a continuation for those who legitimately need extra time to pay. Restitution cases are closed via payment in full, lifting the stay of execution, or other court-ordered action. Since its implementation, using one full-time employee, the program has collected $553,802.27 as of September 1984. Supplemental program information is appended.
