Title I pertains to AIDS as a national public health emergency. It provides for the establishment of an AIDS clinical evaluation unit at the National Institutes of Health and additional personnel for the Food and Drug Administration and the Centers for Disease Control. Title I also establishes an AIDS Research and Clinical Trial Data Bank and provides for technical assistance, the use of consortia for research and development, and information for health and public safety workers. Title II authorizes financial support for international efforts to combat AIDS, and Title III concerns public information efforts. The legislation pertains to national information programs, including a clearinghouse; grants and contracts for information dissemination; public information campaigns; telephone hotlines; and State prevention programs. Title IV authorizes funding for various training programs, and Title V covers service programs. Title VI provides Federal funding for AIDS research, and Title VII authorizes mandatory AIDS testing for convicted felons. Title VIII appropriates money for the American Indian AIDS prevention and treatment program.
