This Illinois Corrections Human Services Plan for fiscal years 1988-1990 focuses on increasing prison population and capacity demands, inmate drug treatment programs, the capacity of female and juvenile facilities, and offender community supervision.
Abstract
Through the first 7 months of fiscal year 1989, the prison population has grown by almost 1,000 inmates, necessitating unacceptably high prison population levels at maximum-security facilities and double-celling in several medium-security institutions. The fiscal 1990 budget requests resources for an additional 1,277 adult beds. Despite this increase, the prison population is expected to exceed capacity. Other issues in this plan are the need to develop more effective drug treatment programs for inmates, the need for additional capacity at female and juvenile facilities, and a strategy for allocating community supervision resources to make supervision caseloads more manageable. The plan contains data and information on adult institutions and community correctional centers, the juvenile division, and community supervision. This encompasses correctional statutory authority in each of these areas, goals and objectives, performance measures, and results achieved as of December 31, 1988. 41 tables, 9 figures.
