The recommendation proposes that member States establish crime prevention agencies at National and/or regional and local levels. They would collect information pertinent to crime prevention planning, plan and implement prevention programs and their evaluation, coordinate prevention activities by the police and other crime prevention agencies, solicit public participation, and implement training programs. Another recommendation is that governments establish and promote prevention programs targeting specific crimes. This would include identifying crime characteristics within local areas, targeting crimes susceptible to preventive measures, identifying crime opportunities, and coordinating programs designed to prevent particular types of crime. The recommendation suggests that member States promote crime prevention research, with particular attention to the evaluation of prevention programs. Proposals also relate to measures to improve the crime prevention effectiveness of security or surveillance companies. The recommendation concludes with the proposal that member States adopt measures to promote international cooperation in crime prevention. The appendix contains a paper on the evaluation of crime prevention measures.
