The purpose of this study was to compare program administrator attitudes toward the major punishment and control objectives of the program. The findings showed there was general agreement about increasing the level of punishment, but disagreement over level of punishment, risk to the public, and effectiveness in maintaining some of the program's punishment and control objectives. However, the ratings in each of the areas of disagreement indicated that the perceived differences were not terribly large. Overall, the results suggest that increased surveillance of controllee activities may be a solution for satisfying the need for added program punishment and reduced risk to the public. In addition, group discussions in which solutions for implementing program punishment and control objectives are shared could help to bring officer and supervisor perceptions closer together. 6 references.
