There was significant resistance to locating the prison in Dayton, but the project was saved when some well-respected local officials endorsed it. Corrections officials also played a major role in educating citizens about the benefits of the facility. Community input in the management of the prison is ensured through the formation of the Local Corrections Planning Board, comprised of community representatives, which serves in an advisory capacity. Dayton residents serving at other prisons throughout the State were hired to staff many of the positions at DCI. DCI uses many community resources to enhance programming and operations. The local literacy council visits the institution to advise staff on literacy program developments and tutors inmates with basic academic deficiencies. Religious programs are provided by local churches and ministerial alliances. Outside recreational professionals regularly consult with DCI staff on various projects, and therapeutic community programming is assisted by substance abuse professionals who work for other government and social service agencies. Local criminal justice agencies, fire departments, and health and safety organizations offer advice on matters related to their expertise. The prison's location in the community from which most of the inmates come also facilitates its access to inmates' families and friends. Because of the high visibility of the prison in the community, good media relations are important as well as staff involvement in community affairs.
