Part I describes the Uniform Controlled Substances Act (UCSA), as enacted in Wisconsin, other statutes that may be used to assist drug enforcement efforts, and amendments to the UCSA being considered by a drafting committee of the national Conference of Commissioners on Uniform State Laws. UCSA provisions reviewed are substance classifications, general prohibitions, enforcement, and penalties. Other statutes outlined are the Wisconsin Organized Crime Control Act, parties to a crime, and increased penalties for habitual criminality, use of a dangerous weapon, use of a bulletproof garment, and concealing identity. Amendments to the UCSA pertain to the emergency scheduling of substances and items subject to forfeiture. Part II describes the activities of the State Department of Justice and the Office of Justice Assistance related to drug law enforcement and the assistance they provide to local drug enforcement agencies, including the Office of Justice Assistance's administration of grants under the Federal Anti-Drug Abuse Act of 1986 and the Federal Anti-Drug Abuse Amendments Act of 1988.
