As of January 1987, much progress has been made in implementing these recommendations. A study of "new generation" prison designs with small units was conducted, and special units for psychiatrically disturbed inmates and those who present persistent control problems have been established or are under development. A working group is currently considering means for implementing recommendations regarding inmate assessment and long-term sentence planning. Objectives of imprisonment have been set forth, and incentives have been developed to facilitate security downgrading. In addition, funds have been made available for staff training, including control and restraint training; proposals have been developed for improving staff-management communications; and an allowance has been made available to permit relocation of staff on grounds of stress. A comparison of difficult long-term inmates with a matched group of nondifficult inmates is providing data for identifying inmates likely to present control problems. Other studies have examined the literature on prison management and control, control problems among long-term prisoners, the operation of two special security units, the psychiatric profile of the inmate population, and the therapeutic regime at Her Majesty's Prison Grendon.
