Another 1988 report published by the Church of England Children's Society indicates that prison institutions are 'universities of crime.' This report states that more than 4,000 children are imprisoned each year and that only about 150 really need to be removed from the community because they have committed serious crimes such as murder, manslaughter, and assault. The report further says that most youth in prison should be placed in community programs under social worker supervision. In addition, a Juvenile Crime Authority should be established to oversee the treatment of juvenile offenders, and local authorities should be required to provide community programs.
