The Task Force appointed by the Louisiana Governor to study prison overcrowding has recommended three measures to address the problem.
Abstract
Proposal One recommends a minor amendment to current laws to require a presentence investigation for all defendants sentenced to the intensive incarceration/intensive supervision program. This procedure will eliminate any misunderstanding between the judges and the probation and parole officers and will ensure an orderly flow of information in the sentencing process. Proposal Two would require a State appropriation for the funding necessary for the increased costs of incarceration caused by any law that increases prison sentences or otherwise increases the populations of State correctional facilities. Proposal Three recommends a community corrections plan for Louisiana. Text of draft legislation is included.
