The degree of risk to public safety associated with fuel storage facilities increases with the level of terrorist activity.
Abstract
As a result of terrorist attacks on fuel storage facilities, public awareness has increased and so has owner liability for facilities located in residential areas. Threat and vulnerability analyses have been performed for a specific site. A consequence analysis was also performed to develop a suite of mitigation measures. Combining the inputs from the various analyses, cost-effective measures were selected to provide the specified level of protection and the associated reduction of the hazards. 7 figures, 9 references.
