These standards reflect the Juvenile Court Act, which was promulgated primarily to protect and not punish juveniles; to secure for each minor such care and guidance as will serve the moral, emotional, mental, and physical welfare of the minor; and to ensure custody, care, and discipline as expected in a family home environment when the minor is removed from his/her family. The standards recognize the need for juvenile detention homes, separate from the municipal and county jails. Under the standards, these youth are to receive positive programming elements, including casework, social group work, clinical services, academic assistance, health services, and a variety of recreational activities. In addition to covering administrative areas such as admission policy, personnel, records, and admission and release procedures, the standards cover such matters as housing, food services, sanitation, supervision, security, safety, and discipline. Other issues addressed in the standards are employment of youth, mail procedures, telephone, visiting, social service programs, education, library, and religious services. Standards also address new design and construction of facilities.
