This manual establishes minimum standards for effective municipal jail and lockup management and services in Illinois.
Abstract
The standards first specify the legislation that gives the Department of Corrections the legal authority to establish standards and exercise supervision over jails and lockups. A standard specifying the legal rights of an accused while in custody addresses treatment while in custody, the right to communicate with attorney and family, right to consult with an attorney, posting notice of rights, and the mandatory duty of officers. A standard delineates the use of jails and lockups. Standards pertinent to facilities indicate minimum physical standards for existing buildings and minimum cell and detention room standards for existing facilities. Standards for services address food and sanitation. Other standards address supervision, security, fire protection, emergency plan, detainee records, reports to the Detention Standards and Services Unit, the use of force, juvenile detention, and new construction.
