Data were obtained from the case files of officers in the Louisville office. All referrals to KSAP during the first 3 months of operation (July through September 1986) and a matched comparison group of offenders with a substance abuse problem were included in the study. Clients referred to KSAP tended to have a more severe substance abuse history and a higher probability of recidivism than did the comparison group. A comparison of clients who completed the program and those who failed to complete it shows that those who completed it were more likely to be employed and also to have a more severe prior alcohol abuse history. Regarding a new felony or technical violation, the KSAP graduates had a significantly lower rate than the comparison group (3.3 percent versus 9.7 percent). KSAP graduates were more likely to have a misdemeanor arrest and conviction. KSAP is apparently effectively serving its target population of offenders with severe substance abuse problems and is achieving significant results with clients who have previously failed in treatment programs.
