These efforts are the result of recommendations by the advisory committee established under the State law covering prison industries. This law requires these enterprises to provide structured employment and training activities for inmates, to be financially self-supporting, and to operate as much as possible like a private corporate entity. The advisory committee recommended the conversion of the paint plant because large orders required the current wood shop to become mainly a milling operation. The reupholstery operation was not profitable and did not provide modern training for the inmates. Finally, expansion of the meat processing operation by building a new plant would permit more inmates to work as well as to learn more modern skills.
