Recognizing that drug abusers commit crimes far more often than other offenders, the Board initiated a Special Intensive Supervision Drug Project in Philadelphia and Pittsburgh. The project is designed to provide special intensive supervision, including frequent urinalysis, for approximately 350 parolees who have histories of drug dependency, are considered high-risk by the Board's client assessment process, and reside in densely populated areas of Philadelphia and Pittsburgh where drug use is high. Other highlights of the report are the establishment of an AIDS policy, upgraded pay for parole agents, enhanced interstate cooperation, technical assistance to counties, and the development of an information system for projecting parole populations. Program statistics are given for parole cases and interviews before the Board during 1988, demographic characteristics of the supervised population, supervision activity and output, and supervision program performance.
