The establishment of regional central intake centers that would provide screening, diagnostic, and dispositional services is recommended, along with better cooperation, communication, and cooperation among service providing organizations. Other recommendations include: (1) Increase personnel competence in working with troubled adolescents through staff training and development; (2) Reevaluation of the current Status Offenders' Detention Alternative (SODA) program to determine its effectiveness; (3) Runaway and homeless youth should be handled outside of the court system to avoid stigmatization; (4) Encourage family intervention for young people whose situations make reunification a realistic goal; and (5) Provide resources for long-term care or transitional living for young people preparing for emancipation. The use of volunteers, a census of runaway and homeless youth, prevention programs in schools, community education, and a special conference on secure detention of status offenders were also discussed. Action steps and guidelines are detailed. Implications for public policy, service and treatment, and organization are discussed. Appendix.
