This document deals with two priority youth issues in Maryland: automobile insurance discrimination and student members on Boards of Education, as well as other key issues of youth concern.
Abstract
With regard to insurance, young people under the age of 25 pay excessively high rates based on their age and the fact that their predecessors of a generation ago were "bad drivers." The Council encourages the Commissioner, General Assembly and consumer organizations to seriously review this issue with an eye towards making premium costs more equitable without discrimination according to age, race, sex or ethnic background. The Council also advocates that there should be at least one voting student member on the State Board of Education, the State Board of Higher Education, and each local board of education. This privilege would enable student members to take an active and direct role in the educational decisionmaking process. The Council also endorses a review of the causes and ramifications of adolescent suicide and depression, background checks of child care workers and enforcement of child abuse laws, funding for higher education, programs for gifted children, and drug abuse education and prevention.
