This executive summary describes the activities and outcomes of a demonstration project, funded by the U.S. Department of Labor, designed to increase the employability of youth typically unserved by other job training programs.
Abstract
The demonstration model, developed and implemented by the 70001 Training and Employment Institute, was established in Birmingham, Ala., and Dallas, Tex., operating from January 1, 1987, to June 30, 1988. Project goals were to enroll 540 youth, positively terminate 460 youth, and place 376 youth in private, unsubsidized employment. Program features were outreach and recruitment, special assessment and intake procedures, the development of individualized employability plans, remedial education, motivational activities, pre-employment training in job seeking, and monitoring the progress of participants and employers for 90 days following placement. The project was particularly successful in recruiting and enrolling black males, a population typically difficult to reach and serve. The sites enrolled 588 youth, positively terminated 484 youth, and helped 227 to find employment. Positive termination involved either job placement; military enlistment; school, occupation training, or college enrollment; GED completion; or employment competency attainment. 3 figures.
