The guidelines reflect the experience of law enforcement personnel, school principals, prosecutors, and others with experience in dealing with gangs. An overview discusses general characteristics and attractions of gangs and how to recognize potential gang involvement in a juvenile. A discussion of specific characteristics of gangs describes the typical dress, behavior, style of graffiti, and activities of Hispanic, black, Asian, and white "stoner" gangs and satanic cults. Additional chapters suggest crisis intervention and conflict resolution techniques and list school and community programs as well as publications and other resources. The guidelines emphasize the need to establish codes of conduct, maintain awareness of gang rivalries, use prevention courses, and promote community and parental involvement to keep gangs away from campus.
