A cursory review shows a decline in escapes and major incidents at Redwing over the years as the staff became more sophisticated in implementing the combined model. The development of release guidelines is cited as an example of the struggle to integrate the two models: it places some limits on the time a juvenile can serve relative to treatment progress, but it also establishes a definite correlation between length of stay and offenses. Another example of integration is the discipline system which tries to foster the juvenile's rehabilitation but will not tolerate unreasonable behavior. Shortcomings of the strict justice and indeterminate treatment models are contrasted with the balance achieved by the combined approach. The author emphasizes that the youth can accede to the system and still maintain some sense of dignity and identity. Peer group counseling programs are also described. Two references.
