Issues of discussion at these proceedings included the pricing and availability of alcoholic beverages, advertising and marketing of alcoholic beverages, epidemiology and data management of drunk and drugged driving, education, judicial and administrative processes, law enforcement, transportation and alcohol service policies, injury control, youth and other special populations, treatment, and citizen advocacy. Some recommendations were (1) raising rates for beer and wine to that of distilled spirits to equalize Federal excise tax rates; (2) matching the level of alcohol advertising with equivalent exposure for effective pro-health and safety messages; (3) requiring police to obtain blood alcohol concentrations of all drivers and nonmotorists involved in fatal and serious injury motor vehicle crashes; and (4) applying "hard" driver's license revocation for a minimum of 90 days for first offenders.
