The study first considers the past and present trends and events that have contributed to the existing concern about police integrity in California. Future possibilities regarding this issue are also projected. The analysis considers how a society where 53 percent of a random sample report willingness to commit an illegal investment transaction influences police. It also assesses the impact of that police faction that is willing to bend the law and deceive authorities to get a known felon off the streets. The strengths, weaknesses, threats, and opportunities known and anticipated for law enforcement are considered in the development of four strategies. These strategies address training, values communication, internal investigations, and drug abuse as they pertain to the issue of police integrity. Stakeholders who would impact or be impacted by the implementation of these strategies are identified, and assumptions are made regarding their probable reactions. A proactive approach to the problem is suggested through a transition organizational structure, management framework, and followup mechanisms.
