This manual is intended to provide police administrators and planners with information on a Federal program providing support to law enforcement and prosecution agencies that develop multi-agency projects to investigate and prosecute major narcotics trafficking conspiracies and offenders.
Abstract
The program is intended to develop successful cases against these multijurisdictional offenses. A control group of all participating agencies must unanimously approve investigative plans and the allocation of resources. Operational case management involves a shared management decisionmaking process on specific investigative matters by the agencies that are involved in a particular investigation. Senior administrators of the participating agencies sign a formal intergovernmental agreement affirming their intent to take part fully in the project's management and operations. Each project must also have a control group composed of representatives of each participating agency. Participating agencies must also gather data to indicate program performance. Form and lists of 6 printed resources and 4 organizations from which to obtain further information and technical assistance are included.
