The report combines the products of the Governor's Drug Policy Task Force and Substance Abuse Policy Advisory Council. It is the first publication of these groups and Florida's first annual report on drugs. It provides an overview of the components of an anti-drug strategy; a background literature review to clarify the problem, present views on alternatives, and discuss current efforts; and a list of "demand side" and "supply side" program recommendations and suggested legislative initiatives. The report recommends a police and military forces summit meeting to discuss the expanded role of the military in the war on drugs. It endorses increased penalties for traffickers and users, more prison space, and enhancement of the criminal justice system's capacity to apprehend, prosecute, incarcerate, and supervise offenders. Also recommended is the expansion of publicly funded drug treatment services and the implementation of an information system to document the demand being placed on the treatment system and to provide information on client management and treatment outcomes. The report supports school-based prevention education; community awareness programs; drug-free workplace initiatives; and efforts that involve the private sector, religious organizations, and the news media in the State's campaign against drug abuse and crime. 64 references.
