The workshop began by addressing the emotional, material assistance, special education, and job training needs of youth. The focus then turned to the legal basis for establishing juvenile justice community resource programs. Presentations were made on four program models in Los Angeles, Ventura, Humboldt, and Alameda counties. Subsequent workshop sessions dealt with the effectiveness of a public-private partnership in community resource programming, board development, fund raising, referral and assessment, and service providers. County teams met during the course of the workshop to develop action plans for program development in their communities. The resulting plans for Fresno, Orange, San Francisco, Santa Clara, Santa Cruz, and Solano counties are outlined. Appendixes contain supplemental information on workshop participants and agenda items.
