This summary of a paper on citizens' involvement in crime prevention and control in China focuses on the public security organization (PSO), which is based in the work place, and the public security committee (PSC), which is based in residential areas.
Abstract
PSO's are administered by business enterprises, and PSC's are administered by local government. The PSO and the PSC support one another. The PSO in businesses encourages staff and workers to participate in the residential divisions of the PSC. Some aspects of PSC activities are to coordinate, in cooperation with public security organs, investigation activities; to coordinate with criminal justice agencies the execution of punishment, such as surveillance and supervision; to settle minor disputes; to popularize socialist legal concepts; and to perform night patrol in factory districts and residential areas.
