This chapter summarizes the legislative history of the Federal Comprehensive Crime Control Act of 1984 (CCCA), focusing on previous efforts to revise the Federal Code, detailing the legislative activities leading to the enactment of the 1984 legislation, and identifying specific legislative documents necessary to an understanding of the CCCA.
Abstract
Earlier attempts to revise the Federal Code include the comprehensive revision of 1909, the proposals of the National Commission on Reform of Federal Criminal Laws, and proposals considered but not passed by the 94th and 97th Congresses. The Reagan Administration's proposed Comprehensive Crime Control Act of 1983, ultimately the Federal Comprehensive Crime Control Act of 1984, focused on revising specific parts of the original 1909 legislation, leaving intact many of the original segments. Technical problems resulting from overlapping and conflicting legislative provisions are also discussed. The movement of the proposed 1983 legislation through Congress is detailed and because no comprehensive legislative report was prepared by the Congress for the entire CCCA, specific Congressional documents necessary for an understanding of the CCCA's legislative history are identified. 29 footnotes.
