The legislative changes include requiring that the Administrator of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) be appointed by the President and confirmed by the Senate. Additionally, Federal juvenile delinquency programs and Federal programs relating to missing and exploited children will be coordinated by the Federal Coordinating Council on Juvenile Justice and Delinquency Prevention, chaired by the Attorney General. Financial assistance grants to State and local governments for delinquency prevention and improvement of the juvenile justice system reflect new Federal priorities such as family-oriented programs and drug and alcohol abuse prevention. The discretionary financial program of assistance to implement OJJDP priority programs has been revised to reflect community-based alternatives to institutionalization. The National Institute for Juvenile Justice and Delinquency Prevention has been authorized to study programs including those to strengthen families and identify effective gang intervention programs as well as to act as a clearinghouse for useful data on juvenile delinquency. 8 footnotes.
