The CCCA created a new office of Justice Assistance to administer a block grant program for State and local criminal justice agencies. The legislation also changed or modified the responsibilities of other administrative elements within the Department of Justice. Other provisions of the CCCA affect surplus Federal property; jurisdiction and venue; injunctions against mail fraud; notification of penalties for fraudulently negotiated social security checks; government appeals; rewards for information on terrorist activity; the arrest powers of customs officers; and the powers, duties, and authorities of the U.S. Secret Service. Provisions related to the Department of Justice, including salaries for United States attorneys and guidelines for internal operations are also discussed. The CCCA also enacted the National Narcotics Act of 1984, which created a cabinet-level Drug Enforcement Board and increased defense counsel compensation. The Firearms Owners Protection Act of 1986 is also discussed, with special emphasis on its impact on Federal and State criminal justice administration. 313 footnotes.
