Unfortunately, both public and private societal institutions have been slow to respond to these changes in family life. However, using the preventive approach in family support programs has been shown to be cost effective and an aid in the prevention of wasting human lives. Family resource programs differ from other social service programs in that: (1) they are oriented to the prevention of family problems rather than treatment of them; (2) they focus on family strengths rather than weaknesses; and (3) they encourage the involvement of families and community representatives in determining program direction. Starting a family resource program entails forming a planning committee, assessing needs, choosing a program model, setting goals, fundraising, and setting up staff and location.
