The Ohio Department of Rehabilitation and Correction (DRC) offers an Executive Management Training (EMT) program to improve the competency of institutional managers.
Abstract
Although the course has a basic operations orientation, it starts with a theoretical component on leadership development to identify similarities and differences between leadership and management. Other course components focus on business administration, project development, political and external realities in facility management, labor relations, personnel concerns, media relations, institutional issues and programs, legal issues, and planning for emergencies. Midlevel managers at Ohio correctional institutions did not have a good understanding of DRC operations outside their own institution or specific institutional operations other than their own. Further, they had little experience in planning for and managing major projects. The course increased the knowledge of alternatives and options available to criminal justice personnel, particularly the awareness of overcrowded conditions in Ohio prisons. It was determined that course components must be reality-based and offer hands-on learning and student participation. The process involved in developing, revising, and evaluating the EMT program is detailed.
