Three reports of the U.S. General Accounting Office on the administration and management of the LEAA focus on Federal guidance for halfway houses, problems in administering programs to improve law enforcement education, and inadequate jail conditions despite Federal funding for improvements. A State of the States report for 1976 examines how the States administer LEAA, and another report reconsiders the block grant experience for 1968-75 as a means of producing "safe streets." An appendix on the enforcement of civil rights legislation considers LEAA's efforts to implement civil rights legislation in the context of its funding efforts. An appendix on community anticrime programs addresses community crime prevention, community participation in planning for crime reduction, guidelines for safer neighborhoods, and documents pertaining to LEAA involvement in community crime prevention. Other appendixes cover funding for State courts, State legislature input into the planning for Federal criminal justice funds, correspondence on LEAA received by the subcommittee, bills considered by the subcommittee in its deliberations, and the report of the Twentieth Century Task Force on the LEAA.
