This paper offers a comparative account of the community service order administration under two different regimes: as a 'public service' in England and Wales, and as a 'private service' in Ontario.
Abstract
A comparative focus, along with analysis of the similarities and differences between public and private services, theoretical and practical suggestions about the possible effects of privatization on the administration, and enforcement of the community service order in England and Wales are discussed and related to current debates regarding private-sector involvement in the criminal justice system and directions in penal policy in general. 34 references.
