Also known as "Project $3 Million," the Federal model prison education program was designed to stimulate new occupational training concepts. Approximately 30 proposals were received each year from 1982 through 1988 and many proposed training Federal prisoners for jobs never before addressed in prisons. Job training categories included wastewater treatment, commercial landscaping and horticulture, computer-assisted drafting, diesel technology, and pest control. After two years of operation, the program guidelines were revised and opened up for proposals for training in semi-skilled jobs such as building maintenance, clerical and office support, barbering and cosmetology, and culinary arts. The search for appropriate teachers and curricula resulted in collaboration between local Federal prisons and community colleges and vocational schools.
