Open learning is not a substitute for conventional prison education classes. Instead, because it provides access to additional learning experiences, it is an enhancement. A regional coordinated conduit of information has been created and in England and Wales five information technology centers are now operating. These five centers cover the main areas of the country and are linked to The Times Network System (TTNS), which provides both electronic mailing and information dissemination systems. These developments, called Prison Open Learning Opportunities (POLO) not only increase educational opportunities but also enable prisoners to take more responsibility for their learning. 16 references.
