Based on victimization surveys among samples of homosexuals throughout the country and upon reports of violence received by various task forces and anti-violence committees, witnesses testify to the widespread and increasing violence against gays and lesbians, notably by young males. The consequences of such victimization are compounded by a police and public response that tends to blame the victim, making many victims of such violence reluctant to report it. Witnesses believe the recent increase in violent attacks on homosexuals stems from AIDS hysteria. Overall, witnesses believe a cultural climate of homophobia has fueled attacks on homosexuals. Some suggestions for addressing the problem of violence and discrimination against homosexuals are government support for studies of antigay violence, tougher laws that target such violence, official monitoring of antigay incidents and other hate crimes, improved police-gay community relations, improved services for gay and lesbian crime victims, educational programs to reduce prejudice against homosexuals, and the repeal of all sodomy laws and the enactment of antidiscrimination laws based on sexual orientation.
