In October of 1986, President Reagan signed into law the Drug-Free Schools and Communities Act of 1986, which made funds available to State Departments of Education to implement alcohol and drug programming in the public schools.
Abstract
This paper describes how North Carolina's share of these funds was distributed and how local school systems intended to use the funds to implement the Act. In North Carolina, schools concentrated on developing prevention programs, spending only 2 percent of the funds to develop early identification/intervention programs for those young people already using alcohol and other drugs. Reasons for the disparity between prevention and intervention services are discussed. 6 references. (Author abstract)
