This report describes microcomputer-supported jury systems in eight jurisdictions.
Abstract
The eight jurisdictions are Pleasants County, W. Va.; Snohomish County District Court -- South District, Wash.; Washington County, Md.; Oregon Judicial Department; Shohomish County, Wash.; Federal District Court -- Middle District of Alabama; Federal District Court -- District of Hawaii; and Broward County, Fla. -- 17th Judicial Circuit. These jurisdictions represent varying levels of jury system automation. The first level includes the automation of the source list, the random selection from that list, the generation of qualification questionnaires and summons, and the payment of the jurors. The second level includes the complexities of the management of each term of jury service. This involves postponing prospective jurors from term to term and pursuing those not responding. The third level includes all of the functions of the first two levels and additionally supports the daily management of the pool of prospective jurors, the development of management statistics and reports, and the use of advanced technologies such as bar codes and machine scanning of forms. All of the systems described are at the second or third level. For each system, the description covers such items as system operation, hardware and software requirements, training and support, security, proprietary considerations, and unique features.
