The government corporation Federal Prison Industries, Inc (UNICOR), pressed by unprecedented inmate growth and increased public scrutiny, renewed its focus on strategic management at the first UNICOR Strategic Planning Conference in January 1989.
Abstract
As a Federal Bureau of Prisons program the mission of UNICOR is to employ and train inmates in the Federal Prison System, currently over 46,000. Active and productive work programs are an important prison management tool. Whereas UNICOR should not operate as a private-sector corporation, for example in reducing its labor-intensive processes, it must operate more efficiently. If UNICOR expansion must be justified by earnings, then lower security level institutions will need to create new non-UNICOR work. UNICOR, in focusing on the business strategy of a low cost producer, will minimize overhead, maintain a high inventory turnover, collect receivables promptly, and maximize field operation production efficiency. The goal statements emphasize communication of UNICOR's mission, clarification of organizational structure, development of management information indicators, and refinement of marketing strategy. Implementation of the strategic plan will be fully coordinated with the Bureau of Prisons Executive Staff.
