This article outlines the discussion of themes at a European conference on the reduction of urban insecurity and presents conference recommendations in each of these areas.
Abstract
Three of the conference discussion themes are the social development of neighborhoods, neighborhood participation, and the reduction of insecurity and urban violence; local policies and experiences concerning the rehabilitation of victims and offenders; and statistics, data banks, victimization surveys, and the possibility of creating a European data bank for security and crime prevention. Other themes addressed are the police role in crime prevention, the relationship between the urban physical environment and the reduction of insecurity, drug-related crime and local authorities' policies for preventing drug abuse. Recommendations for the social development of neighborhoods address the participation of residents, partnership and the coordination of services, decentralization and neighborhood democracy, the State's role, combatting school absenteeism, and the promotion of activities by and for youth. Recommendations are offered for action by national administrations and local authorities as well as the Standing Conference of Local and Regional Authorities of the Council of Europe.
