The Federal Anti-Drug Abuse Act of 1988 is a comprehensive package that includes diverse provisions ranging from increased penalties for drug use and trafficking to programs for drug education, treatment, and prevention as well as drug law enforcement.
Abstract
The law authorizes funding levels of more than $2 billion for the programs included in the package, but actually appropriates only $976 million. Many of the law's 10 titles directly affect State and local governments. The areas affected most substantially are treatment and prevention programs; funding and administrative of drug law enforcement grants; and new Federal initiatives related to drunk driving, driver's licensing, and motor vehicle safety. Other major provisions relate to national coordination, user accountability, drug-free workplaces, asset forfeiture, alcoholic beverage labeling, runaway and homeless youth, and victim assistance.
