In addressing the experience of black people in the criminal justice system, the first report considered blacks as members of criminal justice professions, offenders, and crime victims. The first report's recommendations were in the areas of race relations policy and equal opportunities, employment recruitment, training, ethnic monitoring, racial discrimination, services, and the involvement of outside agencies in criminal justice processing and services. This second report examines progress in implementing these recommendations in the courts, the Probation Service, the Prison Service, the voluntary sector, and in programs for crime victims and crime prevention. Although the report indicates significant systemwide progress in race relations, slow progress is reported in the areas of ethnic monitoring (assessment of how blacks are treated in various criminal justice agencies), recruitment, and professional training in race relations. Suggestions for continued improvement are offered. Chapter references, appended supplementary information.
