Eight chapters evaluate regulations currently codified under the subtitle "Juvenile Services Agency" in the Code of Maryland (COMAR) regulations, Title 14 -- Independent Agencies.
Abstract
Chapters One through Eight cover, respectively, the Youth Services Bureau, Standards for Juvenile Care Facilities, Youth Diversion Programs, Purchase of Care (Services), Purchase of Care (Clinical), Child Advocacy Grievance Procedure, Probation and Aftercare Services and Procedures, and Construction Funds for Public For Profit and Non-profit Juvenile Residential Facilities. Within each chapter are general information such as title, effective date, authority, and date of last amendment; evaluation results; proposed amendments; and impact statement. Each regulation of COMAR 14.22. was reviewed to determine its up-to-dateness, consistency with the statute and with judicial authority, accuracy, clarity, and adequacy or amendability. Also included are a summary of recommendations, and explanations of the evaluation process.
