This training manual instructs jail supervisors in the details of their responsibilities.
Abstract
The first chapter analyzes the duties and responsibilities of a first-line supervisor in a modern jail or detention center, examines the qualities of an effective first-line supervisor, and describes the personal and leadership traits which supervisors should possess. The second chapter presents the principles of correctional law pertinent to jail supervisors. The nature of policies and procedures and the principles of organization and management are reviewed in two other chapters. Separate chapters focus on specific supervisory duties. These include how to supervise employees; personnel selection, training, and staff development; employee evaluation; employee discipline and counseling; communication; and reports and records management. Other topics covered include the supervision of security operations, special jail areas, and crisis situations; the management of infectious diseases; classification; the development of inmate rules and regulations; and the principles of budgeting. Remaining issues addressed are labor relations, occupational stress, employee assistance programs, inmate grievance hearings, inmate programs, and media relations. 91 annotated references.
