The model code is intended to apply to all employees who directly or indirectly affect court operations. The suggested list of such employees includes court clerks, docket clerks, data processing personnel, bailiffs, judicial secretaries, court managers, and court manager staff. The code does not apply to law clerks who should be held to a higher standard of conduct or to court reporters who are bound by the National Shorthand Reporters Association Code of Professional Conduct. The model code stipulates that court employees must not use their official position to obtain unwarranted privileges or favors. Further, court employees must not disclose confidential information acquired in the course of their employment. They must avoid conflicts of interest that impair their objective ability or independence of judgment, must not use their position in connection with political activities during off-duty hours, and must perform their duties in a professional manner. Court managers must regularly update their education and insure that subordinates observe ethical standards.
