Overall crime has risen nine percent in the years 1983-1985. With a corresponding rise of only five percent in manpower, the Force has guarded against short term only solutions by a series of scrutinies which have provided radical insights and cost-effective recommendations. Force priority projects provide essential examination of key areas such as victimization and neighborhood policing services. Development of measurement tools for police effectiveness is underway, and opinion polls will supplement that information by assessing public satisfaction annually. In search of efficiency, increased use of civil staff to fill administrative positions has allowed police resources to be deployed elsewhere. A system of functional costing will enable management to take a fresh look at further resource allocation. Effective police management demands proper use and deployment of resources in a knowledgeable manner.
