Because of their needle-sharing behavior and sexual activity with other drug abusers, IV drug abusers are at high risk for contracting AIDS. This is the primary means for transmitting the disease to the heterosexual population. Although this is not currently a significant problem in Wisconsin compared to other States, a preventive strategy is required. The task force recommends the institution of ongoing collection of information on IV drug abusers and the effectiveness of programs that treat them. Also recommended are the ongoing education of drug abuse agency personnel and clients regarding AIDS/HIV, the development of "street outreach" programs to bring IV drug abusers into treatment, and the expansion of methadone maintenance and other drug treatment programs. Also recommended are the education of criminal justice personnel and clients about AIDS/HIV; the implementation of prevention, treatment, and clinical activities for women at risk; and the development of targeted messages and educational materials for distribution by drug abuse and "street outreach" personnel. The development of comprehensive programs for the care of HIV-infected IV drug abusers, their partners, and their children is recommended as well.
