This protocol for Los Angeles County establishes guidelines for a multidisciplinary task force in the investigation of child abuse involving multiple victims and/or multiple suspects.
Abstract
Although this protocol can be used in any large-scale investigation of child abuse, it is primarily designed for investigating allegations of child abuse in settings such as preschools and other out-of-home care facilities. The protocol's aim is to encourage cooperation and coordination among all of the agencies involved in the investigation, administration, and prosecution of these types of cases. The guidelines clarify each agency's duties so as to eliminate duplication, lessen trauma to child victims, increase the effectiveness of prosecution, and provide information to the involved agencies in an efficient manner. Investigative guidelines focus on objectivity and protection of the rights of the victim as well as the accused. The guidelines also cover personnel needs and the task force approach. The protocol summarizes the findings of a recent national survey regarding abuse in preschools and draws implications for investigation. Sample forms and letters are provided.
